SBCCD CH 1  

SBCCD Bond Measures P & M combine $629 million local funds with another $65 million of State funds for improvements of the District’s two colleges – San Bernardino Valley College and Crafton Hills College – and District facilities as well.

BRJ & Associates, working in a team with Kitchell CEM, is providing program management and project management services for the SBCCD Bond work, including new facilities, campus infrastructure, remodeling and modernization of existing facilities, and general site improvements.

BRJ&A Role: Program Managers
Kitchell/BRJ provides management and support of program and project related issues as agents of the District.

BRJ&A Staffing
The program services consist of Bond Program staff reporting to the District’s Facilities Director, Campus Presidents, and Vice Presidents of Administrative Services. A general management staff is combined with campus-specific staffs and on-call home-office personnel to provide our contract services.

Crafton Hills College

  • 5 Utility Infrastructure Projects - $24.5 million utility additions and upgrades, parking, hardscape, and landscaping and irrigation.
  • Learning Resource Center (LRC) - $26 million center for library, learning labs, media center, and support facilities.
  • Community Recreation Facility - $8.5 million competition swimming pool, lockers and showers, offices, training rooms, and support facilities

Valley College

  • North Hall - $25 million office and general classroom building.
  • Maintenance and Operations Replacement Building - $2.5 million maintenance and operations offices, shops, warehouse, and work yard.
  • Media and Communications Building (M&O) - $11.5 million media facility for local-access television studio, teaching spaces, and support facilities.
  • Chemistry/Physical Sciences Building - $38.5 million science classrooms and labs, faculty offices, and support facilities.

Crafton Hills College: Infrastructure Project #1 – Communications Relocation

Infrastructure Project #1 relocated incoming communications (Verizon) services for cabling and equipment to improve telephone/data services and to facilitate the completion of future master planned projects. The scope of the project included:

  • Verizon Cabling and Equipment Relocation
  • Relocation of Campus Fire Alarm Cabling
  • New and Rerouted Campus Communications Cabling
  • Landscape and Hardscape Patch and Repair

The revised main Verizon cabling used existing communication manholes along the primary Campus road, while some of the existing distribution cabling was rerouted through new duct banks located outside future building development sites. Verizon equipment was relocated to a new building location - LADM MPOE.


Crafton Hills College: Infrastructure Project #2 – Utility Corridor

Infrastructure Project #2 provided underground utilities at the eastern edge of the currently developed campus. The scope of the project included:

  • New Chilled Water and Hot Water System Distribution Lines
  • New Equipment Connections within Existing Facilities
  • Special Coordination and Safety Systems for Work Areas within Active School Campus

Crafton Hills College: Infrastructure Project #3 – Peninsula Developmen

Infrastructure Project #3 provided general site preparation for future Campus projects in three major areas of the Campus:

  • New development area at the campus’ eastern edge, referred to as the Peninsula
  • Completion of perimeter service and emergency access road
  • New development area at the campus’ northern edge - pending Community Recreation Facility

The scope of work in these three areas was similar and included:

  • Mass Grading
  • New and Upgraded Storm Drainage Systems
  • New Road Construction
  • Road Lighting
  • Hardscape, Landscape and Irrigation
  • Peninsula Service Road Upgrades including Widening Service Road to Existing Performing Arts Center
  • Utility Corridor Construction for Peninsula - Water, Power, Gas, Sewer, Communications, Chilled & Hot Water
  • Campus Utility Corridor Construction - Water, Power, Gas, Sewer, Communications, Chilled & Hot Water, Landscape & Irrigation, Hardscape, Site Lighting
  • Parking Lot

Crafton Hills College: Infrastructure Project #4 – ADA Accessibility

Infrastructure Project #4 consists of ADA accessibility improvements and development of the master planned accessible path of travel to all areas of the campus. The scope of work included:

  • College Center Service Access
  • Hardscape
  • Fire Access
  • Pedestrian Ramp and Stairs
  • Landscape and Irrigation
  • Pedestrian Lighting
  • Signage
  • Parking Lot Development

Crafton Hills College: Infrastructure Project #5 –Athletic and Community Recreation Facility Site Prep

Infrastructure Project #5 provided site preparation for the future development of a Community Recreation Facility and Athletic Field Improvements.

  • Mass Grading
  • Mass Excavation and Re-compaction
  • Drainage Swale and Storm Channels
  • Drainage Culvert For Existing Campus Access Road
  • Finish Grading

Crafton Hills College: Learning Resource Center

The Learning Resource Center (LRC) building will house functions located in the current Library/Learning Resource Center, which includes the Library, the Learning Center, and the Campus Data Center. The new LRC will allow for the expansion of all of these functions, as well as the accommodations of more varied programs and functions such as distributed learning, electronic commons, audiovisual learning activities and services, individual and group study areas, teleconferencing, staff development and office and work areas for support services. The new LRC will become the central hub for the college’s technology and audiovisual services and support. In addition to facilities that serve primarily the students or the faculty, this facility will house a variety of spaces that can be utilized also by the community. Those spaces are: a 100-seat auditorium, an Art Gallery, mutli-purpose Room, and a Copy Center.

Crafton Hills College: Community Recreation Facility

The Community Recreation Facility (CRF), also known as the Natatorium building in the Master Plan, is intended to provide a quality environment for learning and competition swimming. The facility consists of a CRF building, a 50 meter pool and surrounding site development. The CRF building is intended to house lockers, showers, offices, storage, multi-purpose room, pool mechanical room and related spaces. The swimming pool will be sized as a competition pool, 50 meter x 25 yards and will have bleachers for the public. Site development includes parking lot, landscaping and building access.

Valley College: Maintenance and Operations Replacement Building

The Maintenance and Operations Building (M&O) is comprised of constructing a single new building, site utilities/infrastructure, landscaping, site paving, and demolishing the current M&O building. Also included in this project is a smaller new building (M&O Custodial) opposite the Child Development Center at “K” St. North of Grant Ave., with custodial, shop and office space sufficient to accommodate M&O ‘s current needs. Both buildings will have CMU walls with open-web steel frame trusses and built-up flat roofs.

Valley College: North Hall Replacement Building

North Hall Replacement Project is comprised of constructing a building to replace the current North Hall, the demolition of the existing North Hall Building, Maintenance/Operations Building and KVCR/RTVF studios, site utilities, landscaping and paving, The new construction is a general education building which includes classrooms, special study areas for various subjects and offices, Maintenance/Operations includes offices, shop areas, material/equipment/tool storage, and vehicle storage.

Valley College: Chemistry and Physical Science Building

The Science Building Project is comprised of constructing a single new building, site utilities/infrastructure, landscaping, site paving, and demolishing the current Physical Science and Chemistry buildings. The new construction will be an inclusive science education building which includes lecture halls, classrooms, laboratories, special study areas for various subjects and offices.

Valley College: Media and Communications Building

The Media and Communications Building is comprised of constructing a single new building, site utilities/infrastructure, landscaping, and site paving. The new construction will be a media broadcasting center as well as an education building which includes studios, program stage areas, assembly area, meeting rooms, library/tutoring rooms and offices.
